When I was a teenager, my parents wanted me to lift weights as my chest was flat. I didn't want to do that, and at 48, began a second puberty to transition to a woman. I have started to develop breasts instead. I am not exceptionally hairy, but since I have been using estrogen gel and taking a testosterone blocker, my hair has not been regrowing as quickly or as thickly as before. My body hair is quite fine and fair. Also, my skin is much softer.
