Many of us despise functioning levels, but are you sure it wasn't low Level One or High Level Two? Saying High Level One or Low Level Two is kind of like saying, "Examiner X marked my essay and gave me a High Distinction. Examiner Y marked it and gave me a Low Credit, so it went to Adjudicator Z who said, "Examiner X was too lenient and Examiner Y was too harsh, so I'll give you a Distinction."
