Here's something that might surprise you. You know the newsreaders you see, who have a jacket, business shirt and tie on? Under the desk, some of them might be wearing shorts and have bare feet.

I don't believe that hard rules need to be set, but there are some minimum standards that should be met. For example, I think a man should at least wear a t-shirt (not singlet or muscle top) to go into a shop or pub.
